Electricity is an essential part of modern life that powers homes, business, and industry. It is critical to the function of major sectors of the economy, including hospitals, schools, public transportation systems, and the defense industrial base. Even isolated interruptions in electric service can have catastrophic health and economic consequences. A robust and reliable electric power system is therefore not only a basic human necessity, but is also critical to national security and national defense.
Multiple factors are threatening the ability of the United States to provide sufficient electricity generation to serve expected customer demand. These factors include disruptions to energy markets caused by Russia’s invasion of Ukraine and extreme weather events exacerbated by climate change. For example, in parts of the country, drought conditions coupled with heatwaves are simultaneously causing projected electricity supply shortfalls and record electricity demand. As a result, the Federal Energy Regulatory Commission and the North American Electric Reliability Corporation have both warned of near-term electricity reliability concerns in their recent summer reliability assessments.
In order to ensure electric resource adequacy, utilities and grid operators must engage in advance planning to build new capacity now to serve expected customer demand. Solar energy is among the fastest growing sources of new electric generation in the United States. Utilities and grid operators are increasingly relying on new solar installations to ensure that there are sufficient resources on the grid to maintain reliable service. Additions of solar capacity and batteries were expected to account for over half of new electric sector capacity in 2022 and 2023. The unavailability of solar cells and modules jeopardizes those planned additions, which in turn threatens the availability of sufficient electricity generation capacity to serve expected customer demand. Electricity produced through solar energy is also critical to reducing our dependence on electricity produced by the burning of fossil fuels, which drives climate change. The Department of Defense has recognized climate change as a threat to our national security.
In recent years, the vast majority of solar modules installed in the United States were imported, with those from Southeast Asia making up approximately three-quarters of imported modules in 2020. Recently, however, the United States has been unable to import solar modules in sufficient quantities to ensure solar capacity additions necessary to achieve our climate and clean energy goals, ensure electricity grid resource adequacy, and help combat rising energy prices. This acute shortage of solar modules and module components has abruptly put at risk near-term solar capacity additions that could otherwise have the potential to help ensure the sufficiency of electricity generation to meet customer demand. Roughly half of the domestic deployment of solar modules that had been anticipated over the next year is currently in jeopardy as a result of insufficient supply. Across the country, solar projects are being postponed or canceled.
The Federal Government is working with the private sector to promote the expansion of domestic solar manufacturing capacity, including our capacity to manufacture modules and other inputs in the solar supply chain, but building that capacity will take time. Immediate action is needed to ensure in the interim that the United States has access to a sufficient supply of solar modules to assist in meeting our electricity generation needs.
NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States, by the authority vested in me by the Constitution and the laws of the United States of America, including by section 318(a) of the Tariff Act of 1930, as amended, 19 U.S.C. 1318(a), do hereby declare an emergency to exist with respect to the threats to the availability of sufficient electricity generation capacity to meet expected customer demand. Pursuant to this declaration, I hereby direct as follows:
Section 1. Emergency Authority. (a) To provide additional authority to the Secretary of Commerce (Secretary) to respond to the emergency herein declared, the authority under section 1318(a) of title 19, United States Code, is invoked and made available, according to its terms, to the Secretary.
(b) To provide relief from the emergency, the Secretary shall consider taking appropriate action under section 1318(a) of title 19, United States Code, to permit, until 24 months after the date of this proclamation or until the emergency declared herein has terminated, whichever occurs first, under such regulations and under such conditions as the Secretary may prescribe, the importation, free of the collection of duties and estimated duties, if applicable, under sections 1671, 1673, 1675, and 1677j of title 19, United States Code, of certain solar cells and modules, exported from the Kingdom of Cambodia, Malaysia, the Kingdom of Thailand, and the Socialist Republic of Vietnam, and that are not already subject to an antidumping or countervailing duty order as of the date of this proclamation, and to temporarily extend during the course of the emergency the time therein prescribed for the performance of any act related to such imports.
(c) The Secretary shall consult with the Secretary of the Treasury and the Secretary of Homeland Security, or their designees, before exercising, as invoked and made available under this proclamation, any of the authorities set forth in section 1318(a) of title 19, United States Code.
Sec. 2. General Provisions. (a) Nothing in this proclamation shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This proclamation shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This proclamation is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Why, this is opening up supply to lower the costs of solar panels back down to 15 cents a watt of capacity. Supply is a good thing. Every panel not from China is less money for the chicoms. The USA doesn’t have anywhere near the capacity to make panels at the rate the market needs them. Utility solar is universally hatred on. Why individual solar is hated on is baffling since you would think independently minded people would want the ability to make their own energy at their property location and tell the corporations and the government to bugger off when it comes to their electricity. No one can turn off your solar panels. Mostly it’s because people are innumerate or bloody idiots. In Texas at 18 cents per watt a solar system will pay itself off in under 5 years with 25 yrs of warranty on the panels. The Texas grid could go down and I would not notice only the fact that the app would show my transfer breaker tripped off and me not exporting surplus power for profit would be the clue. My next vehicle will be a Model S I leased one already and loved it both will be 100% fueled by solar on my property the last one was getting 3.8 miles to the kWh with the A.c. Running on blast. Every one of my neighbors have panels now after the February blackout and that saw my home lite up warm and not even noticing the grid down. I couldn’t have asked God himself for a better demo of off grid power and why you should have that capability. It’s crazy to think independently minded people would shun the easiest way to go off grid and also the cheapest per kWh. Running a genrac 24/7 off propane would be hideously expensive even off natural gas which is not off grid it’s $$$$ retail NG when gas was half what it is now at $3 mmbtu was still $12+ per mmbtu atmos has the monopoly at $6mmbtu wholesale gas is well above $18mmbtu now plus a genrac is not rated for continuous duty you will burn it out in a few hundred hours. Continuous duty generators are shipping container sized and $20,000 for a 25 kw then you have to fuel it. Nope solar is the only viable means of going off grid with small.scale wind in selected very windy places.

Earlier today, Joe Biden, working toward the agenda of Elizabeth Warren, Bernie Sanders, Wall Street multinationals, and the radical climate change activists within the far left of the socialist democrat party, declared a national emergency around the issue of U.S. energy prices and policies. On the front side of the justification, the people in control of the Biden administration, claim that current and future increases in energy prices are likely to do severe damage to the economy and the lives of all Americans. However, in the background of the issue, this is the ‘never let a crisis go to waste’ phase of an energy crisis the administration has intentionally created.
The real goal is to fundamentally transform the foundation of the U.S. economy away from fossil fuels and into a new era of clean renewable energy. This is what all of the Biden cabinet officers now refer to as the “economic transition” phase.
Joe Biden’s executive announcement today is the triggering of increased federal government control over the United States energy system.
Ideological government intervention, completely disconnected from the free market, is facilitated by the declaration of a federal national emergency:
[WHITE HOUSE] – Today, President Biden is authorizing the use of the Defense Production Act (DPA) to accelerate domestic production of clean energy technologies – unlocking new powers to meet this moment. Specifically, the President is authorizing the Department of Energy to use the DPA to rapidly expand American manufacturing of five critical clean energy technologies:
- Solar panel parts like photovoltaic modules and module components;
- Building insulation;
- Heat pumps, which heat and cool buildings super efficiently;
- Equipment for making and using clean electricity-generated fuels, including electrolyzers, fuel cells, and related platinum group metals; and
- Critical power grid infrastructure like transformers.
In deploying the DPA, the Biden-Harris Administration will strongly encourage the use of strong labor standards, including project labor agreements and community benefits agreements that offer wages at or above the prevailing rate and include local hire provisions. The Administration also will strongly encourage projects with environmental justice outcomes that empower the clean energy transition in low-income communities historically overburdened by legacy pollution.
Following this announcement, the White House and the Department of Energy will convene relevant industry, labor, environmental justice, and other key stakeholders as we maximize the impact of the DPA tools made available by President Biden’s actions and strengthen domestic clean energy manufacturing. The Biden administration then immediately triggered the Defense Production Act for the U.S. government to: (a) suspend tarrifs; and (b) take control over procurement for all key components needed in the transition from fossil fuel to solar energy. The products will come from Southeast Asia as the main hub of solar equipment is not located within the United States. DPA Excerpt:

The DPA emergency authorities have been given to the Dept of Commerce and the people working under Commerce Secretary Gina M. Raimondo, the former governor of Rhode Island. Each of the DPA’s released today targets specific components of the solar industry [SOURCE LINK].
Obviously, this massive shift in the governmental takeover of energy development is part of facilitating the aforementioned “Green New Deal.” The approach follows a pattern that is transparent for those who are capable of accepting things as they are, not as we would wish them to be.
Joe Biden shut down domestic energy development, cancelled pipelines, cancelled leases, retracted the ability to drill in ANWAR (Alaska), and triggered massive new regulatory approaches from the Commerce, Interior and Energy departments. The resulting increases in oil, natural gas, gasoline, electricity and energy costs overall – which became fuel on the furnace of inflation, have now created the energy crisis that Joe Biden is declaring a national emergency to solve.
Biden himself has no idea what is happening; he is simply following the instructions of the policy operators who are in control of the administration. It is the people in the circles of Elizabeth Warren, Bernie Sanders and the climate change activists within the DC bureaucracy that are executing the nuts-and-bolts shifts. They tell Biden what to do, and he cluelessly does it. We are the people who end up paying the price for their effort.
It would appear the primary goal is to push everything as fast as possible beyond an infrastructure threshold that could be reversed if/when the radicals are rebuked by the victims, us.
The democrat-socialists are ‘all-in‘ on this economic kamikaze mission.
The radicals took off on inauguration day with a nuclear economic device and only enough fuel for a one-way trip. They are nearing their destination.
Additionally, using the anniversary of June 6, 1944, is not coincidental. These sickos and ideologues sit around worshipping sustainable algae cakes and giggling about this stuff.

CHINA controls the value-added production supply-chain for “green metals” like lithium, cobalt and rare earths. It also produces most of the advanced graphite materials for anodes.
Also, it controls the supply-chain for production of Polysilicon, the stuff of which photovoltaic cells are made
These are energy intensive, and relatively “polluting” processes - so the best irony of all is that China grabbed the “green energy” supply-chain by using COAL energy, to supply westerners who gave up “dirty” manufacturing
