Per the signed Minsk agreements of 2014, Vlad keeps the ethnic Russian provinces ( Donbass) as should be( about 20 percent), the Ukies have shelled them since 2015.
Question is, when do the Ukies realize the Donbass is a huge problem for them since they declared their Independence.
