The population in cities that have 20 million or more is easily subject to some outbreak that will be unstoppable. I don’t know how many such cities there are but know they are concentrated in China and India where densities can’t really be measured.
The CCP in China is acutely aware of this exact possibility and has been forced to lock down very large and very important cities in effort to prevent just such an event
China can and has but India? No way. Mumbai would be doomed
