A federal judge on Friday temporarily blocked the Biden administration from ending the Title 42 public health order on May 23 -- stopping the administration from a move that had seen significant Republican and Democratic opposition amid fears it would exacerbate the border crisis.
Judge Robert Summerhays, in the Western District of Louisiana, granted a preliminary injunction on the Biden administration’s plan to end the order on May 23. It was in response to a lawsuit by two dozen Republican states, led by Arizona, Louisiana and Missouri.

Gov. Abbott can not close the international bridges but he can have enhanced vehicle inspections on the roads just inside of the U.S.
Traffic would quickly back up and clog the bridge.
Complaints would be referred to president potato head and President Obrador.
Of course with the roads clogged it would be impossible to get transportation out of the areas of the international bridges.
Now you have illegal aliens on both sides of the border but not in BP custody as BP is busy with the vehicles and the illegals are just wading across the river where ever they like.
With no BP to feed them, give them bus rides, etc they will just stackup at a rate so fast even the locals will be demanding they just push them back across the bridges.

And it says they've been employing these exceptions during the time 42 has been in force.
So not sure how much work it would be to except everyone on a case by case basis. But apparently they have only been doing it some.

I think they will ignore it as they are Democrats and as we all know they are a protected class. So no penalty if they ignore it and they will because its a major part of their plan to destroy the USA.

The Administrative Procedure Act requires a comment period whenever a new regulation (Executive Order) is introduced, an existing regulation is enforced or revised, or an active regulation is shut down.
The comment period is usually 1-3 months, plus a judicial decision.
