I don't disagree, but IF it exists it should not be allowed to do it's own hiring.

No government organization/bureaucracy should be allowed to do their own hiring.

To allow them to do is is to allow them to build their own ideologically homogeneous power base. If the hiring is diverse (meaning ideologically, educationally, experientially, and demographically - not skin color or ethnicity), it will eventually weed out the scum.

Who, then, is to do the hiring and firing ("weed[ing] out the scum")?

If the FBI is to continue to exist, and is to be a trustworthy organization, they cannot be allowed to do any of their own hiring.
If he were to see today's FIB, James Madison would amend Federalist 51's
it is evident that each department should have a will of its own; and consequently should be so constituted that the members of each should have as little agency as possible in the appointment of the members of the others.
He would definitely loathe the civil service, which is the core of the deep state.

Ah, never mind, he'd probably look around and just say the whole Federal project is a failure.

A continuously refreshed broad spectrum panel of private citizens who have zero government connections and who serve for short periods. In EVERY instance the power of government and the power of government bureaucracies should be diminished and made subservient to the private citizenry.

The writer calls the situation “perplexing.” What does it mean that authority is “effectively” limited? By what law or which people? Or is it an unspoken rule of honor among thieves?
