That's an ancient American Pravda/AP Stylebook thing, although long overdue for a woke makeover. The first reference is President, and from then on their street title.
The AP Stylebook also says this is all wrong: "he was hung from the nearest lamppost." It should be written as "he was hanged."
The New York Slimes refers to every man in an article as “Mr.”. It could be a story about a serial killer and he would still be called “Mr.” It’s just their little style quirk.

During the run-up to VE-Day, the NYTs referred to Germany’s Chancellor as “Mr. Hitler”.
