Even now, there are English speaking majority towns in southern Quebec. Settled by English speakers in 18th century.
Eskimo communities in far north.
And, there are now Spanish, Arabic and Farsi communities all over Quebec.

Of course, this is not the intent of the law. This is some fanatically anti-Quebec newspaper hyperventilating over what it imagines might be the consequences of the law.

Basically, the law states that business should be conducted in French, and specifically does not apply to people who speak English as their main language, as identified by having attended English-language schools. The Anti-French National Post then imagined some bizarre circumstance of people who aren’t exempted but who nonetheless for senationalist, hyper-emotional reasons wouldn’t want to communicate in French: they both speak different third languages and they both speak French, but they both feel more comfortable in English.

Having learned French to the point where I can read it fairly well, it’s still impossible to understand spoken French.

First of all, the French use so much slang, and the nature of the language is such you really don’t know where one word ends and the next one begins.

It’s a similar situation in Barcelona, with Catalan.

If they know you’re from Spain and you speak Spanish, they won’t respond to you, unless you speak to them in Catalan.

They will speak to you in Spanish or even in English if they know that you’re not from Spain.

Quebec has turned into a kakistocratic hellhole.

It's always been this bad. I remember ordering a beer at a bar in Quebec city in the early 80's, gave the guy a $20 for a $4.00 beer. I waiting for change and he ignored me, I addressed him and he started speaking French, I said you owe me change and you know it so you better get it. He finally succumbed.
