Maybe Russia’s GLONASS works at high speed.

Depends on the GPS unit. Most civil units have limitations in the design so that a foreign threat can’t use them for missile guidance, but aircraft use the all the time. So it’s just how the unit is built and for what purpose.
Absolute BS. Some old Su-25s are indeed using consumer-grade Garmins for secondary navigation devices, and I see nothing wrong with it, Su-34s don’t.
I would expect 1990's vintage planes to have inertial navigation systems. Those have to be initialized with the coordinates of where you take off from though. My guess is, if this is even true, then that's all it is.
Maybe when those Russian pilots fly into Ukraine, the GPS unit starts squawking REROUTE REROUTE REROUTE.....

The Russians (and the Chinese) have a different management method then the west. It is top down with those in then the line between the top and the bottom given little leeway in doing the job (sort my way or the high way on a grand scale)
Rewards are few but failure is punished. So is it surprising that the top seldom gets honest reports on any project?
Besides that corruption is built into the system. Like the VAT in Europe, the person in charge will skim a little off the top until the final project is just a cheap illusion of what was paid for.
I doubt anyone in the military ever expected to go to war, or to use any of the equipment being manufactured so what is the harm in taking just a little for themselves?
Russia can still win (by brute force if nothing else) but if they lose it will be because of institutional corruption built into their system of government.
The exact same thing is true for NATO and the US deep-state. That's what makes it so dangerous.

US civilian GPS operates up to 1000 knots and 60k feet.
I’ve used it aboard jets no problem.
