The delegates to the Constitutional Convention gave the “power of the purse” uniquely to the House of Representatives, not the Oval Office.
"Article I, Section 7, Clause 1: All Bills for raising Revenue shall originate in the House of Representatives [emphasis added]; but the Senate may propose or concur with Amendments as on other Bills."
In other words, just as corrupt Congress let Obama get away with making all kinds of so-called "executive order" edicts in his second term, career lawmakers in the election year Congress are now hiding behind Biden, using Biden to front-end Congress's unpopular, unconstitutional spending to avoid having voters kick them out of office in November imo.

Of course baby formula is being shipped South. All part of the ‘Grate Reset’. (Yes, it ‘grates’ on me!) How else do you destroy the bastion of democracy and freedom (at least what remains of it), than starving the people and destroying the economy? In addition, draw down materiel, so that the US has limited equipment to defend Taiwan when the CCP attacks.
The world is DEPENDANT on semiconductors manufactured by TSMC (and to a lesser extent, Samsung). Sure, TSMC, by far, the world’s leader in the manufacturing semiconductors, and others, are building plants around the world to build (currently ‘state of the art’) 5-nanometre chips, but TSMC is preparing to build 3-nanometre chips towards the end of 2022, in Taiwan ONLY, upping the game!
PRC (People’s Republic of China, not Politically Repressive Canada, in this case), absolutely NEEDS to control this product, to control the world, as is their desire. The US and other free (or supposedly ‘free’ countries MUST PREVENT PRC from invading and controlling the manufacture of said chips. Ukraine is ‘small potatoes’ compared to this.
