The standing rule should be that when any country whose homes does not have windows and doors transgresses, we bomb and leave. Nothing to teach them or indoctrinate them with. They understand the stick. The carrot does not register.

Many of the women still walk around in black shrouds looking like the Grim Reaper, and were even fighting for the right to do so in France who wanted to outlaw that kind of attire because it was oppressive. They will not assimilate.
