Well, yeah, Putin could easily start bombing power generating plants, power substations, railway lines, and bridges, bringing Ukraine to her knees.
But Putin needs all of that infrastructure to maintain his pipelines that run from Russia through Ukraine to Europe, which is is major source of revenue.
