The President of the United States said it was US and NATO policy to have Georgia and UKRAINE join NATO.

No one joins NATO without unanimous agreement.
There are a number of external audited national requirements for any NATO member, beginning with the basic requirements of representative government, and absolute civilian control of all armed forces.
Additionally, NATO requires consensus decision making on any issue. However, for new members, they require unanimous consensus.
Multiple EU nations have said no to Ukraine.
Perhaps most notably Germany, as Germany has had a 30 year history of undermining NATO in several areas.
One of the greatest waya Germany has undermined NATO is through its assistance and development of EU energy dependency on Moscow.
Regardless, there is no consensus, let alone unanimous consensus for Ukraine membership into NATO.
The US leads NATO, and can influence, but does not supercede UNANIMOUS CONSENT for new members.
The true spin is peddling the false claim the POTUS (especially this puppet), has carte blanche control over UNANIMOUS CONSENT.

To the anger of many, Clinton made even greater overtures to the Russian Federation, but the Kremlin and it’s FSB/GRU handlers scoffed, unless they were placed in control over NATO.
