What he means is that you will have a monthly mileage allowance. You will program this in advance each month, with each trip planned and perhaps a 10 percent margin for unexpected errands. The government will then assign your ride based on distance, your age, and the availability of various assets in the seamless system.
Ah... Now we see a glimpse into the world of EV’s. The communist Rulers control it all. You take what they give you if they choose to give you anything at all. If you don’t pay or if they don’t like you then you get shut out. They can take your government supplied vehicle or they can cut you off from charging it. And of course your every move is monitored.
Next will be the need for being approved for every trip you take even to the super market.
