Caesar Science knows nothing of Administrative Law...theres a right way to promulgate, change or extend a regulation, its called the APA. There must be Notice and a Public Comment period. The APA must be followed or the regulation/change/extension is invalid.
An Appeal will take alot longer than just a do-over (the correct way).

How can someone who’s worked in the bowels of bureaucracy for a hundred years say such obviously ignorant stuff? Courts routinely say whether agencies can issue orders. Medical stuff isn’t some sort of magical exception.
