Weapons need troops. Sophisticated weapons need trained troops. As high as Russian casualties have been the Ukies have suffered greatly if not as many. The Ukies are in a position similar to the US on Bataan. A cadre of well trained and dedicated troops, rather well armed with small arms and Arty. But having no air cover and very very limited resupply. At a certain point if more arms but no new troops had arrived Bataan would still have fallen.
There were plenty of troops in Bataan. Most of them of the Philippine Army, which started out untrained and disorganized but by the surrender were quite proficient. The real problem is that they ran out of food and were consequently starving and sick.
