The US military sure has changed since I served (1970-1974). Any such jobs on base were staffed by civilians. Then again, I was USAF, not Navy.

For the lucky sailors who were onboard before going to the yards the time there still counts as sea duty. Report after the ship enters the yards it’s neutral duty and a sailor still has to do the prescribed sea tour.

I was USAF too 2000-2004. Food and most services were contractors. Of course we didn’t go to sea for 6 months...
