I’m not really sure whats happening in Shanghai but we’d all best pay attention. It has nothing to do with Covid.
IMO they’re using Shanghai as a beta test of some kind.

China’s insane covid rules have long-ago crossed into the political sphere - far more than even in the USA
The fact that Shanghai is completely locked-down to my cynical eye seems like a power play/internal conflict between Xi Jinping, and the his opponents in the “Shanghai Clique” former Party leaders Jiang Zemin and Hu Jintao.
Even the country of origin has no clue!
A model for the incompetence of governments, particularly the authoritarian kind. They were heavily criticized around the world for their poor response when the virus first erupted in Wuhan, letting it get out around the world. Now they cover themselves by overreacting to every little outbreak in a desperate attempt to prove their authority and relevance.
