The delegations of Russia and Ukraine met in Istanbul earlier today for a new round of negotiations to end the special military operation that Moscow launched on 24 February.
Russian delegation received a "clearly articulated position" from Ukraine during the negotiations in Istanbul, Turkey on 29 March, chief Russian Negotiator Vladimir Medinsky has stated. He added that today's negotiations were "constructive" in their nature. He noted that Kiev's written proposals signalled Ukraine's readiness for compromise.
"We have received written proposals from Ukraine confirming their readiness for a neutral, non-aligned and non-nuclear status, along with a refusal to produce and deploy all types of weapons of mass destruction, including chemical and bacteriological ones, and a ban on the presence of foreign military bases and foreign troops on the territory of the country", Medinsky said.
The head of the Russian delegation also revealed other proposals discussed with the Ukrainian delegation:
* Russia will not object to Ukraine joining the European Union
* Ukraine will reject the idea of returning Crimea and Donbass using military means
* Ukraine presented a list of guarantor-states that will ensure its security
* The Ukrainian proposal on international guarantees for its safety does not include the territories of Donbass and Crimea.
* Kiev will not allow foreign troops or foreign military bases to be deployed on its territory without the explicit consent from all guarantor-states. The same goes for holding military drills.
The Ukrainian delegation proposed making the permanent members of the UN Security Council, as well as Germany, Canada, Poland, Israel, and Turkey the guarantor states that would ensure Ukraine's security.
Medinsky elaborated that the position of Kiev will be reviewed by Moscow and presented to President Vladimir Putin. After that, the Kremlin will give its response on whether it agrees to include Kiev's propositions in......

“Russia will not object to Ukraine joining the European Union”
This was the entire reason for Putin’s war. NATO was just a secondary issue, to protect Ukraine’s right of self-government to choose to join the EU instead of being a vassal state of Moscow in the “Russian World.”
If Ukraine had joined the EU 15 years ago, Putin’s dream of becoming Czar of All the Russias - Great Russia, White Russia, Little Russia - would have gone out the window.
It’s why Putin decided to take Crimea and launch a war to make Eastern Ukraine into “New Russia” when he did.
But Putin still has other methods he has used to a great extent in the past, such as assassination and bribery of politicians and security officials, which he can use to try to frustrate Ukraine’s goal of becoming part of the EU.
Does the EU want Ukraine ? It’s pretty poor and hugely corrupt? I’m not 100% sure how the EU works so it might not be a big deal
Still needs to address Russia reparations and war crimes.
what about the Ukrainian war crimes?
The US should not be a guarantor.
We have no interests in Ukraine at all.
Germany, Russia and Poland should be the guarantors.
“Still needs to address Russia reparations and war crimes.”
Yup.
Not sure Russia will jus6 leave its gains behind at this point.
You bet. It's over.
For a state to join the European Union, the prior approval of all current member states is required.
This might be large barrier to entry because there are several provisions a candidate nation must fulfill. Functioning democracy, rule of law and recognition of minority rights amongst others.
Given that Ukraine’s democracy is questionable and is in open conflict with ethnic Russians in the Donbass region it may not be possible for all EU member nations to agree on its entry.
I may be wrong but I don’t remember the EU accepting a nation which has a long-running open armed conflict, as is the case in Eastern Ukraine.
“Germany, Russia and Poland should be the guarantors.”
Russia? Are you kidding? Russia has violated pretty much every international pact or agreement it has entered into. It sure as hell violated the Budapest Memorandum, which “...prohibited the Russian Federation, the United Kingdom and the United States from threatening or using military force or economic coercion against Ukraine, Belarus, and Kazakhstan, ‘except in self-defence or otherwise in accordance with the Charter of the United Nations.’ As a result of other agreements and the memorandum, between 1993 and 1996, Belarus, Kazakhstan and Ukraine gave up their nuclear weapons.”
Russia’s 2014 invasion of eastern Ukraine and Crimea, and its 2022 invasion of Ukraine, were neither “in self-defense” or “otherwise in accordance with the Charter of the United Nations.” Russia’s invasion was unprovoked and illegal, and was undertaken arbitrarily. Russia acted as a punk against a smaller and weaker neighbor.
Russia as a guarantor? Laughable.
“Russia as a guarantor? Laughable.”
Without Russia there is unlikely to be a deal.
“confirming their readiness for a neutral, non-aligned and non-nuclear status, along with a refusal to produce and deploy all types of weapons of mass destruction, including chemical and bacteriological ones, and a ban on the presence of foreign military bases and foreign troops on the territory of the country”
So basically, Ukraine will agree to the status quo as it existed before Russia invaded, and Russia’s propagandists are tasked with trying to portray this as a “win” for Russia somehow.
“Germany, Russia and Poland should be the guarantors.”
Oh sure. One country that didn’t abide by its own previous guarantee, and two countries that will never do anything to enforce a guarantee.
Probably the best they’d be able to get
“Without Russia there is unlikely to be a deal.”
Well, no joke. Just as without Ukraine there is unlikely to be a deal.
My objection was including Russia as a guarantor, not with it being a participant.
It’s like someone sneaking up behind you and clubbing you across your head, and then trying to make nice, and promising not to hit you again. Riiiight.
“Russia’s 2014 invasion of eastern Ukraine and Crimea, and its 2022 invasion of Ukraine, were neither “in self-defense” or “otherwise in accordance with the Charter of the United Nations.” Russia’s invasion was unprovoked and illegal, and was undertaken arbitrarily. YOU ARE EXACTLY CORRECT. The corruption of Russia is with Putin! The people of Russia are manipulated, controlled and s;aves of Putin.
What the hell is Canada there for? They couldn’t defend a small island let alone Ukraine. /spit
Then there will not be peace and the bombing will continue until the morale improves....
