The money - in US dollars and euros - was spotted by Hungarian customs in the baggage of the spouse of controversial ex-MP Igor Kotvitsky, 52, say reports.

He is also seen as having close business and political links with ex-Interior Minister Arsen Avakov.
The names of the customs officers and border guards who do this are well known in narrow circles.
There are now calls for a criminal investigation into border guards at the crossing in the country’s Transcarpathian region, where it is alleged a blind eye has been turned to cash flowing out of the country.
Apparntly there is a “corridor” to border crossings where the elites of Ukraine can get the cash over the border - again a pay to play corrupt country.
How does that work? You just walk into a bank and say you want to withdraw $28 million?
I’ve watched a lot of those border crossing shows on TV, as long as you declare how much money you have on you, it’s perfectly fine to take money across the border... But if you don’t they can seize it, or fine you. If I were her, I would’ve just said... Go ahead and take a bag and we’ll just ‘forget about it’.
Russia has “Oligarchs”.
Ukraine has “Tycoons”.
The US has “Democrats”.

I don’t think so - from what I’ve seen in the past - Ukrainians hoard their money at home along with Jewels etc. - at leaset those who don’t want to reveal their wealth.
Most nations limit the amount of money you can carry over the border.
I suspect there was a “transaction” that went bad or refused. ....
She must be “anti-putin-puffin”....
That money could have bought a few anti-tank missiles and a whole lot of AKs.....

In the case of larger sums of cash (over $10,000), they will most certainly demand proper documentation, but there are no limits.
Or do you think that an armored truck carrying $10 million from a bank in Luxembourg to a bank in Belgium would be stopped and sent back?
As long as the money is declared and can be properly documented, you should be "good to go."
