This reminds me of how reporters think they can wander through a riot, and nobody will touch them because they’re reporters.
They are trip wires. You know what will be the result if Russians bomb them. Russians can detain them, though.

I am envisioning the Russians decapitating the leadership of all four countries with one strike.
They probably already have puppet governments organized and ready to arrive to lead in the national mournings.
