It seems like Putin is more like a Tsar. Putin to this point has not shown himself to be an intentional mass-murderer though there are collateral damages to his wars. Donbas provinces get to vote on independence, as they are Russian, they will vote “ Russian”. Vlad forces the Ukies to the negotiating table and they must enforce the Minsk agreements they reneged on in 2014 forward.
