“as the system prepares to close next year”

Umm, so what exactly is going to happen to juvenile offenders after that? Private prisons, or just catch & release?

"...as the system prepares to close next year..."

What?
California is closing it's entire prison system next year?

If that is the case, I can see a few minor problems with that plan...

Some unions involved in negotiations gave big against 2021 recall
As Gov. Newsom and several unions negotiate bonus pay to retain youth corrections employees until June 30, 2023, some unions involved contributed at least $4.5 million to fight the 2021 recall against Newsom.

California Correctional and Peace Officers Association

$1,750,000

Is any bonus amount taxable? If so, they might as well give 1/2 as much and not tax it or just provide a tax reduction in the same amount.

But, I guess a bonus would add to their annual budget and they can obtain funding from the federal centralized government and be subsidized by all American taxpayers.

Government employees will most likely use any bonus to pay off their student loans…unless they have already heard that student loans for government employees will also be paid off.

Why are they hiring juveniles to work in prisons in the first place?

No government employee anywhere, ever, should get a bonus at taxpayer expense.
