“Soviet era”? How long does it take to just destroy the place and build something worthwhile? Sounds more like a huge waste of America’s money.

Have you forgotten that the Federal Government and various Fed agencies are involved? Look at how long it takes to clean a Super Fund site right here in the US. Speed and efficiency are NOT the goal. The goal in a Fed project like this is to spread it out as long as possible so that you can maximize the number of kickbacks to contractors for the project and justify the existence of the agencies overseeing the project. Backsheesh and bureaucratic inertia rule the day in such projects.

True. The labs might be making bioweapons or (best case scenario) just a money pit for our tax dollars.
