When one side makes demands of the side that’s winning the hearts and minds battle, those demands are not likely to be met.

Yeah this sounds like a concession to me. If he thought he was winning he would want regime change if not Ukraine disbanded as a polity and made a part of Russia.

After conquering France Hitler offered to make peace with Great Britain. Some people at the time thought it was a great deal to end the war.
Russia is coming to the realization that they can't "win" this war.
Out of curiosity, I wonder what would happen if Ukraine accepts these conditions, but the rest of the world refuses to lift the sanctions until Russia pays reparations and leaves Crimea? This would leave Russia in an awkward situation. Would/could they continue the war, even though Ukraine has capitulated?
