The Health Ministry also said the way to end the pandemic is herd immunity through infections, and it wants “as many people as possible” to be infected to achieve “widespread societal resistance”. Vaccines will not provide the necessary immunity.

The number of cases does not now mean, nor has it ever meant, a damn thing. The only real metric worth anything would have been number of hospitalizations per capita and number of deaths per capita due to the virus. But since all the numbers have been BS since the beginning, with all the lies and false tests and whatnot, even those numbers, if we had them, would be useless.
