This was in a larger context blathering about “consequences” against Russia. He gave away part of Ukraine while declaring he wouldn’t - just shifted what constituted Ukraine.

yes, with the added kicker of the non-russian gov there now intending to join nato, which is assumed to eventually mean american air and air defense assets deep in the former USSR (ukraine).
