I do not believe that account you posted. These weapons will cook your innards and your brain. These might be what the Russians and Cubans have used on our embassies for some cheap laughs and thrills.

It’s been over 10 years since I last looked at an article about these things. They work using MMW RF and are highly directive. They make a person feel so uncomfortable that they are compelled to leave the particular area they are in. The main problem in using something like this on crowds is that the possibility to get stuck in a crowd or not vacate the area exists.
One can only imagine the Ottawa police goons actually using them. Likely ill trained on its use and very uncaring about the effects on their ‘subjects.’
