It may be very hard, I doubt I could do it, but I think any DC protest must follow the example set at the Edmund Pettus Bridge so many years ago. And even that would not solve the problem of agent provacateurs.

I honestly have no idea of police protocol when it comes to saluting.
However, we (military) salute each day outside while in Physical Fitness Uniform which has no cover other than a fleece watch cap only when below 40 degrees.
It’s generally the norm as you say. However, there are exceptions both outside and indoors.
In the picture in question, is that department’s prescribed uniform without a cover? Is that police officer out of uniform? Is there a ceremony ongoing which precludes the wearing of a cover? There are a lot of unknowns that would need to be answered.
To your second point, I’m not disparaging the work of police in my preference of them not rendering hand salutes. It’s just my philosophical preference as I would hope they wouldn’t need to be warriors and could focus on service. However, I understand that’s not the case.

I don’t know if anyone has suggested this yet, but it was done a few thousand years ago. How ‘bout the truckers circle the White House (or all Washington D.C.) for six days and on the seventh day blow their truck’s horns. It worked in Jericho. See Joshua, chapter 6.
