I have no idea whether such a device was used, but I have two observations:
1. The person answering the questions promised to get back to him with an answer. Now this person either knew whether such a device was used or they did not. If they knew they should have given an answer. If they did not, then they did the proper thing by promising to follow up on it.
2. The person answering at the very end of the video said sarcastically "in due course". Maybe this was an inside joke or the like maybe reflecting how long it takes to get information or some other thing. But it sounded a lot like it was simply his intention to not bother to ever really get back to him and that the question did not deserve his attention. This is completely irresponsible. If he thinks that the question is too outrageous to ask how is it he was not able to say "no" to it?

No idea where you’re from so I do not know.
But, one thing I do know...continuing to show support, in any way, for any incumbent because “they’re the one most likely to win”, when you know they’re going to do nothing but stab you and us in the back, is one example of insanity.
The GOP/UNIPARTY has done a marvelous job of convincing the people that everything is an emergency.
Continuing Resolutions are an emergency rather than Congress doing its job with a budget.
Voting for Lindsey Graham, Tim Scott, Rick Scott, Rubio, etc etc is an emergency because if you don’t, then the Democrat will win.
At some point, the people just have to say.....OK, let the Democrat win. I’m tired of sending the same people back to stab me in the back again.
