Every rule. Every law. Every goal and objective...will be gamed. That’s the nature of reality. You can’t just create something and let it lie there static without active management. Politicians, managers, all throw down “the law” and then go play golf for the rest of their tenure secure in the knowledge that whatever they intended to “fix” has, indeed, been handled and never need be looked at again.
As an example, my low income renters, with their welfare cards, buy the best cuts of meat and resell them at pennies on the dollar so they can pay cash for their drugs. They are creating an artificial demand which runs up the price for people who are not on EBT cards. I’ve had one steak so far this year. One reason chicken is cheap is because it can’t be resold for cash by EBT card holders.

Just like with Covid funds, everything became covid so the hospitals could collect the cash.
Rather than 80,000 new IRS agents, we could use auditors to ensure funds are used as intended.

The chemotherapy infusion center I used to work for was 340B, right in the middle of a neighborhood of million dollar houses, so I have some experience with this program.
One of our patients used to come to therapy in a red sports car, a different one for every day of the week. Ferrari 308, Ford GT500, 1949 Mercury convertible, and I forgot the other two.
How this infusion center did it was to use the 340B exemption from the main hospital, a large catholic organization owned enterprise on Mack & Moross. Detroiters will know what I'm talking about.
