She is looking up from her position at the bottom.
The NYT got the ball rolling with this smear, and every paper in the country seemed to pick it up. It was obvious that the letter in question was referring to the harassment of people who merely questioned the election result, helped plan the (peaceful) rally, or were somewhere in the vicinity of the Capitol but committed no crimes. No Republican congressman has defended the rioters who broke off from the main rally, and Pelosi knows it.

You could tell they were Nazis by all the American flags they were waving. If they were burning those flags they would be patriots to Pelosi.
