This is just Rumble trolling Spotify. Rogan can’t just walk away from his contract with Spotify, nor does he want to lose his position as having the largest audience of any podcast. Long term, there is likely far more opportunity with Spotify, and he’s going to try to protect that. But it’s free attention for Rumble and an opportunity to tell people they are out there.
Hey, Spotify. Look on the bright side. You’ll get Neil Young back. heheheh.

It also strengthens Rogan’s position with Spotify. Because knowing that offer is out there makes any threat Spotify makes to Rogan toothless.
