I wish that the Republicans were only stupid. Actually they are in collusion with the Democrats. Stupidity can be helped through additional information and education. Collusion is a tougher nut to crack

Did Biden mention that roads, bridges, etc (acutal infrastructure) is only 9% of the infrastructure bill?

I heard that stat this morning but have not confirmed with another source.

"Private/government partnership" aka Public/Private partnerships, the worst corrupt way to get things done there is. That's old Mafia stuff on how to legally steal, started on the east coast from way back, decades ago. And the Regime wants to expand it. Taxpayers on the hook for steady paychecks to the well connected.
