Yes, legislatures pass laws. Executives has ‘some’ EO powers. So it could be a little of both, I dont know New York law in any detail. My point was we get what we elect, assuming its not rigged. That applies to legislature and execs. When either over reach they are accountable to the voters.

Any state or city that declared themselves a "Sanctuary State" or "Sanctuary City" has no authority. Any other government body can ignore them at will citing their own precedence.
