It is restrictive - it restricts voting to your permanent legal residence. Most students who live on campus keep their permanent residence at their childhood homes and can vote there. Just like a military ID won't prove residence because military members often keep their old home as residence until they step foot in Texas or Florida, declare that to be their permanent residence and live state tax free.
