How the heck does this happen? In one story I saw it was reported as a suicide. I think the same story claimed that one passenger said the ship didn't even stop.

I don’t think it needed to stop. He fell from a balcony down 8 floors to the promenade deck.
Were they supposed to stop to do a burial at sea?
