They should refuse to train (officially) and compete until this known cheater is booted from the team. It should be presented always as a matter of good sportsmanship vs. cheating. Known cheaters should never be tolerated on any sports team (well . . . except in the pros).

Universities have no business telling students to shut up—the students need to grow a spine and speak out to anyone and everyone.
Tip for any students out there—find out the list of all the bigwigs in the alumni association—and send them a snail mail letter demanding they stand up and stop the madness.
