The World Health Organization’s (WHO) Europe director on Tuesday said COVID-19 vaccine mandates are an “absolute last resort,” emphasizing that such a measure should only be enforced if all other strategies have been exhausted.
“Mandates around vaccination are an absolute last resort and only applicable when all feasible options to improve vaccination uptake have been exhausted,” Hans Kluge told reporters, according to Reuters.
He said the effectiveness of requiring vaccinations is “very context specific,” noting that public trust in authorities is an important factor that must be thought about.
“What is acceptable in one society and community may not be effective and acceptable in another,” Kluge added, according to Reuters.
The WHO official’s comments come as countries across the globe are considering vaccine mandates for their citizens as a strategy to tame the spread of COVID-19.
A number of nations have already instituted such a policy, including Indonesia, Micronesia and Turkmenistan.
While the U.S. has not gone as far as to announce a COVID-19 vaccine mandate for all adults or all eligible Americans, the Biden administration did unveil an inoculation or testing requirement for large private businesses, though that policy is now under scrutiny.
A number of state attorneys general and other groups have filed legal action against the mandate, which was set to take effect next year, arguing that the policy is unlawful.
The Occupational Safety and Health Administration (OSHA), which was tasked with administering the policy, revealed last month that it was suspending enforcement of the mandate, citing pending litigation.
Earlier that month a federal appeals court upheld a stay on the mandate.
More than 70 percent of individuals in the U.S. are at least partially vaccinated against COVID-19, according to the Center for Disease Control and Prevention’s vaccine tracker.
