• Start by prosecuting the people who took existing security away.
• Then prosecute the people who failed to implement security.
• Figure out how they should have been set up to prevent fraud, and pass laws with penalties requiring all future programs incorporate those elements.
• Also go ahead and implement whatever programs you need to ensure any future programs are not defrauded. But pay strong attention to privacy and security.
