The City Council Tuesday unanimously approved an ordinance to prohibit the possession, purchase, sale, receipt and transportation of "ghost guns" in Los Angeles.
The ordinance prohibits the possession, purchase, sale, receipt or transport of a non-serialized unfinished firearm frame or receiver or non- serialized firearm. Such weapons -- known as "ghost guns" because they are virtually untraceable -- can be assembled by unlicensed buyers from legally purchased kits.

I remember an old DPMS catalog said you avoided an 11% excise tax by building yourself.
No doubt. Costs about $400+ for the jig and more for tooled to mill them. The you have to buy all the gun parts and assemble it.
And then - nobody knows what you built unless you tell them. That beats filling out forms and waiting for permission to proceed with a sale.

Some pre-1968 firearms do not have serial numbers.
Thank you for mentioning that - some very nice, American factory made firearms DO NOT HAVE SERIAL NUMBERS! My nephew had a beautiful Savage Model 311 12 gauge double (inherited from his dad), with color case hardened frame, walnut furniture, and 28" or 30" barrels, that was manufactured and sold without a serial number. There are probably thousands of similar firearms in LA...
Mines a 16 gauge Harrington and Richardson double barrel.
Don’t even know when it was made.
