So they’ll be there, but they can’t arrest anyone. If they do arrest someone, there will be no punishment, except to the arresting officer.

True, there isn’t enough cops and as soon as the media stories blow over, the cops will leave.
This is just kabuki theater for the masses.
Until that $950. rule changes, not much else will either.
Don’t know what they’re waiting for.
Same as the disasterous ‘No Bail’ rule in New York.
It is clearly not working.
I suspect they’ll be here just to hold the door open and make sure no one has over $999.99 in merchandise. The police can’t cover every store all the time. This is a user gesture.

Well, exactly. What type of deterrent are they going to be allowed to use? I doubt if any cop is going to risk going to prison for the rest of their life by using force that could injure or kill these entitled “shoppers”.
Create a problem and then pretend to solve it.
They won’t be arrested. The police are there to make sure that everyone gets their, “GET OUT OF JAIL FREE” card.
