In Kalifornia one year, the RATS were debating just how many individual photos (quantity) of young children on a computer would be allowed, would not be illegal. Some of the RATS actually stated that less than 100 images would be ‘okay.’ These ‘images’ are not boy scout and girl scout pictures. Little girls and boys in various states of undress.
