Article II, Section I says "Before he enter on the execution of his office, he shall take the following oath or affirmation..." But Article I, Section I also says "In case of the removal of the President from office, or of his death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the Vice President..." So until he takes the oath you can call him "acting president" if you want but the authority is the same.

Yes so long as he takes the oath. It doesn't have to be given by the Chief Justice and there doesn't have to be a formal ceremony. Calvin Coolidge was sworn in by his father, a justice of the peace.
