On Monday’s broadcast of “MSNBC Live,” DNC Chair Jaime Harrison argued that Democrats have to “call the lies out” on culture war issues and Republicans “understand that the only path to power for them is to make the American people scared, to come up with all of the dog whistles and the boogeymen and all of that.”

So essentially, the head of the Democrat Party is laying out that the Democrat party's message is that voters should not be upset about sexually explicit materials being given to minor children at school or girls being raped in the bathroom. Those are just "dog whistles" and "boogeymen" that aren't really important to manipulate the voters by Republicans.
