Three children who had been living with the skeletal remains of their 9-year-old brother relied on neighbors for food, while their mother and her boyfriend lived just 15 minutes away.
The eldest, a 15-year-old boy, called police on Sunday after texting his mother that he could not take it any more, KTRK-TV reported Tuesday.
He’d been alone for months with two brothers, aged 7 and 10, and a dead 9-year-old brother whose skeletal remains were in a bedroom. Neighbors told KTRK that he relied on them for food, accepting only packaged snacks, fruit and pizza. The house had no power, and one neighbor let the teen charge his phone.
Neighbor Erica Chapman told KTRK she had been feeding the 15-year-old for six months, after noting his mother was rarely home. When the mother came by, it was only to give him food through the car window.
“She would come and park, and he would run down and grab noodles, drinks and chips and run back up,” Chapman told KTRK.
Neither neighbor knew how many children were in the house, or how horrific the conditions truly were.
A next-door neighbor told KTRK that she had complained to management for months about a terrible smell coming from that apartment – a strong enough stench that she would turn off her air conditioner to avoid it. She’d been living there for four or five months after moving in 18 months ago when the odor began emanating from what she thought was an abandoned apartment, she told the TV station.
Meanwhile, at an apartment complex just 15 minutes away, a neighbor of the mother and boyfriend told KTRK that the pair would “come and go,” and that they’d been living below her since January or February.

The mother lived with her boyfriend only 15 minutes away. Once in a while, she would pull up in a car and hand a little bit of food to the 15-year-old through the car window. Such a sad story.
What world am I living in?
What a nightmare for those children. Here’s hoping they find love and real family, soon.
How is it possible the mother was not charged? Or is the fact that a 15 year old was present enough for her to skate, despite the obvious neglect? Or is this another Soros-prosecutor refusing to prosecute?
I say ... with no concrete information ABOUT the parents, maybe the officials hesitated to bring charges for ‘whatever’ reason.
We've seen this with other crimes and criminals... everyone is intimidated into overlooking crimes committed by SOME of them.
I can’t understand it, either. How is this not neglect? How could she not know that one child had died?
It must be a parallel universe we’re living in, because I read the mother and the ‘boyfriend’ have been questioned and released with no charges filed.
No charges?! The skeletal remains of a child?! At the very least, child abandonment and abuse! I hope the coroner can determine if this deceased child was murdered. I hope the surviving children can fill in the blanks here!
Mother and/or ‘boyfriend’ could very well skip town, or country, and be heard from no more. This is not right!

So who was paying the rent on the apartment? If it was section 8 or something like that, don’t they check on the place?
The neighbor knew about this for six months and did not call the cops?
Horrors! Those kids are going to need some heavy duty therapy!
No one paid for electricity, but someone paid for the kid's cell phone service? weird.
That might explain why they are called “the parents” but also “the mother and her boyfriend” at the same time, which is confusing.

How long do we keep on tolerating this “culture”? Better yet, how long do we keep subsidizing, ass-kissing, empowering, and making excuses for it?
Maybe neighbors didn’t call police because they didn’t want to be accused of being “karens” or “snitches” or busybodies? Everyone is hesitant to call police now.
I cannot imagine the stench of the dead body.
This story just blows my mind.
