First off, I don’t know where you live though “ga” might refer to Georgia.
So I’m speaking in generalized terms.
Well, here you would need to emphasize that being prepared not only reduces the chance of potential rioters (who, you might point out, can in theory come from any sector) coming to your neighborhood but also makes it more likely that they will be peaceful and no one will get shot by anyone.
The barricades and drones them become extremely important because they provide you and your neighbors with some protection and let the potential rioters know they are being closely watched.
“Imagine,” you could say, “if the people of Skokie had had drones which they could use to follow them back to their cars?”

You can make it clear that this is about protecting the neighborhood from any rioters from any sector. It doesn’t require political conformity to have some measure of common, shared interest. Moreover having rules of engagement means if the poop hits the rotating oscillator everyone not only knows what is or is not expected as a group you can set up assets for dealing with injuries because the goal is defense of life and property in a worse case scenario, not killing.
Finally the emphasis isn’t on going somewhere else to deal with rioters there but on controlling access to the immediate area, your homes, rather than reacting only once someone is running rampant in the area.
Reading through your exchange...We think alike about proper preparation (before the crisis) to be prepared for the crisis. Biggest challenge I have seen is enthusiasm (lack thereof) for such training, prep, and defensive thinking from neighbors. I can get two or three neighbors to join me at the range, and only one neighbor who seems serious about actually team tactic or mutual defense training. Another half dozen will come to a meeting about neighborhood watch but more or less as passive participants. There arent that many sheepdogs out there.
… and of course offering free beer for going to the shooting range is a bad idea….
