Victorians holed up in their sixth lockdown are four days away from their first taste of freedom in months.

The state recorded 1,838 new Covid-19 cases and seven more deaths on Sunday as vaccination rates surge towards the 70 per cent double-dose milestone.

Surging vaccination rates have prompted Premier Daniel Andrews to fast-track freedoms in the state's roadmap out of lockdown and tweak previously announced eased restrictions.

Melbourne will be lifted from lockdown at 11.59pm Thursday, the day Victoria is expected to reach the 70 per cent double-dose target.

The dreaded night curfew and 15km travel limit will be abolished, hospitality outlets can reopen for dining at restricted capacity while the staggered return to the classroom begins this Friday.

Residents can have up to 10 visitors at their homes while outdoor gathering limits will increase from 10 to 15.

Visitors to homes don't have to be fully vaccinated but is highly recommended by the state government and health officials. The same rule applies for outdoor gatherings.

The Premier praised Victorians on their 'mighty' effort to roll up their sleeves.

Melbourne's current 73 day lockdown was due to end on October 26 but will now end four days earlier.

As you can see, there are still going to be significant restrictions but this a big step forward - and I believe it's the first time Andrews has actually been willing to speed up his glacial program at all.

It remains to be seen whether the rest will happen any faster.

I wouldn’t really call them freedoms. This is just a dictatorship granting you a few privileges. Privileges they will revoke on a whim.

Not in the sense, that there's a set number of days, but there are other limits. Some things can only be done by Acts of Parliament - if one of those things needs to be done, Parliament must be recalled.

The one that absolutely cannot be avoided relates to money. The government can only spend money it has allocated in an Act of Parliament that is called a Supply Bill - basically a budget. One of the fundamental duties of a Premier is to 'guarantee supply'. If a Premier fails in this duty (basically if they run out of money to keep the government functioning), the state Governor (the Queen's representative) is both able to step in and required to step in to force the Premier to do something. Basically if that happened, the Governor would tell the Premier to either recall Parliament, resign, or ask for Parliament to be dissolved which would trigger a new election. If the Premier refused to do any of these things, the Governor would dismiss them from office and appoint a Premier who would agree to do it - by convention this would be the Leader of the Opposition, but it could be any Member of Parliament.

This happened at a Federal level in 1975 - the Governor-General of Australia, Sir John Kerr, dismissed (Labor) Prime Minister Gough Whitlam and his entire government from office, and commissioned (Liberal) Leader of the Opposition Malcolm Fraser as the new Prime Minister when Whitlam could not get a budget passed and couldn't provide any legal and constitutional plan to do so.

Technically speaking the Governor could do this for other reasons as well but the situation has to be truly extreme for it to become appropriate for a Governor to act in this way.

The current 'State of Emergency' expires on the 15th of December. The only way the State of Emergency can be extended beyond that date is by Parliament. Andrew's stated justification for suspension is the State of Emergency. I strongly suspect that if he tried to suspend Parliament beyond that date, the Governor would intervene, because at that point, he'd lose any constitutional and legal justification.
