Pa. launches $5M grant program to spur COVID-19 vaccination

Gov. Tom Wolf’s administration has announced the creation of a $5 million grant program designed to spur COVID-19 vaccination in underserved communities.

Wolf announced the new COVID-19 Vaccine Outreach Grant Program at an event in Philadelphia Friday afternoon. The program will provide grants ranging from $10,000 to $100,000 for outreach efforts.

The money can be used for community-based vaccination events, supplies, equipment to set up vaccine appointments, training materials and media buys, the Wolf administration said.

Earlier this week, Pennsylvania reached a milestone with 70% of the state’s adults being fully vaccinated against COVID-19. But the governor and state lawmakers noted vaccination rates are much lower in communities with Black and Latino residents.

Wolf said he hopes putting more resources in local, community groups will help lead to more vaccinations in underserved neighborhoods. And the governor acknowledged his voice may not be the best in connecting with some residents.

“We want to get the message in the mouths of people, the hands of people who can spread this message and are going to be listened to,” Wolf said.

State Sen. Vince Hughes, D-Philadelphia, pointed to low vaccination rates in some Black and brown communities, with some neighborhoods seeing vaccination rates of around 40% or less.

“We need to get extra strategies in place,” Hughes said.

Wolf said the grants wouldn’t be earmarked to large organizations but smaller, community-based groups, including non-profit organizations, educational institutions and child care institutions “that have built trust in their communities.”

“Each and every community is different, but all communities need the vaccine,” Wolf said.

The governor’s office also said grants can be used to help boost vaccination in rural areas, low-income neighborhoods and residents with less access to the Internet.

Health care officials have noted one factor in the lower vaccination rate for Black residents is a deep and well-earned mistrust of the medical community, including decades of unethical treatment of minority patients and research participants.

State Rep. Amen Brown, who is Black, said at the news conference that he initially had some qualms about the vaccine, but he decided getting vaccinated was the best way to not only protect himself but his community. Brown, D-Philadelphia, urged Black and minority residents to get the COVID-19 vaccines.

Aiming his remarks to young people, Brown said, “It is OK to get vaccinated ... I was hesitant but I’m still standing and I’m fully vaccinated.”

At a visit to Hamilton Health Center in Harrisburg earlier this month, Wolf said efforts to boost the vaccination rate in minority communities is improving, but he noted, “we still have some work to do,”

Prospective applicants must apply for grants by Nov. 1. Full instructions and applications can be found here on the state Department of Community and Economic Development website.

Wolf better Boosterize that 70% already vaxxed. After 6-8 months they automatically return to the ranks of the unvaxxed.
