If Mexico does not agree to it then there will be no stay in Mexico policy and they won’t agree to it without pressure. I highly doubt this administration will pressure Mexico to agree to stay in Mexico.
I think Trump got Mexico to go along via economic incentives and Mexico was actually fairly pleased with the policy. Having these “migrants” troop through their country in a steady stream, not to mention the power this gives the cartels, is not good for Mexico.
