California on Monday became the eighth, and by far the largest, U.S. state to make universal distribution of vote-by-mail ballots permanent, a practice that became more widespread during the COVID-19-plagued 2020 election cycle.
The measure requiring mail-in ballots to be routinely sent to every active registered voter from now on was signed into law by Governor Gavin Newsom as the centerpiece of a package of bills aimed at improving the state's overall election system.
Its enactment in one of the nation's most heavily Democratic states, and the most populous, contrasted sharply with a wave of new voting requirements and limits passed this year by Republican-controlled legislatures in Texas and the battleground states of Georgia, Florida and Arizona.
Republicans advocating such restrictions have cited a need for tighter election security to stamp out alleged fraud that former President Donald Trump has claimed without evidence cost him the November election. Trump and others in his party have falsely singled out mail-in ballots, in particular, as being somehow vulnerable to tampering.
"When voters get a ballot in the mail, they vote," California legislator Marc Berman, chief author of the vote-by-mail bill, said in a statement. "We saw this in the 2020 general election when, in the middle of a global health pandemic, we had the highest voter turnout in California since Harry Truman was president."
California was one of four states - along with Nevada, Vermont and Utah - to embrace universal mail-in ballots during the 2020 election cycle as an alternative to in-person voting in response to the COVID-19 crisis.
The bill Newsom signed on Monday makes California the eighth state - along with Oregon, Washington, Colorado and Hawaii - to make that arrangement permanent.

The fix is forever in. Why should I ever vote again?
California results look preformulated.
Yep, we have it in Utah. To register you have to bring a birth certificate and proof of residency. I’m sure that in Cal there are no restrictions.
Breaking News: Utah to go Rat next election.
Even the Euros understand and banned vote by mail as rife with fraud. Vote by mail = your vote no longer counts.
Why not have email and text message voting? That would really make it easy to “vote”.
Republicans had better start learning to harvest ballots.
60...40 election results guaranteed forever. Bet the ranch!
California has been a lost cause for a long time, so it doesn’t matter. Ditto for Washington and Oregon.
But I think Utah and Colorado represent losses to our side. Do we even have enough red and swing states left to win?
If the convention of the states ever materializes, THIS stuff needs to be addressed
What about after CWII?
What about after CWII?
California will prove Stalin wrong. It’s not who counts the ballots. It’s who fills in and mails the ballots.
Utah requires Birth Certificate and Proof of Residency to register for mail in ballots.
Unlike CA

Permanent?
No way!
Elections have consequences.
The ultimate remedy for unconstitutionally big, alleged election-stealing, Democratic Party-pirated federal and state governments oppressing everybody under their boots...
Consider that all the states can effectively “secede” from the unconstitutionally big federal government by doing the following.
Patriots need to primary federal and state elected officials who don't send voters email ASAP that clearly promises to do the following.
Federal and state lawmakers need to promise in their emails to introduce resolutions no later than 100 days after start of new legislative sessions that proposes an amendment to the Constitution to the states, the amendment limited to repealing the 16th and ill-conceived 17th Amendments.
Insights welcome.
1. None of these states will ever return to in-person voting.
2. Forensic audits should be mandatory for every state with mail-in voting.
The U.S. is really two countries.
One if heavily socialist, and a one party system. The other is the part that still believes in REAL democracy and allows the people their constitutional rights. The ‘democrat party’ has no real democracy in it, and the word ‘democrat’ is really meant to hide what they really stand for.
Maybe it won’t happen within the next 5 or even within 10 years, but, eventually, the country will have to separate into two (or more) countries, each indicative of what the people within really wish.
The country that goes with the original constitution and bill-of-rights and the free-market system, will be the one that survives the split, while the other(s) will be left wishing for the good old days.
California out of the USA.
